Building & Subcontractor Permits

Below is a list of the types of building & construction permits required in the City of Hoover.

**Commercial projects will be assessed an additional $1.00 per $1,000 of cost, as required by the State of Alabama to fund the Construction Industry Craft Training (CICT) Program. Read more.

New Buildings - 25% of the building permit fee

$150.00 – Job Cost over $25,000

$50.00 – Job Cost under $25,000

Plan Revision Fees:

1 st page - $25.00

2 or more page $50.00 (flat fee)

$75.00 – 1 st re-inspect fee

$100.00 – ALL additional re-inspect fees

Stop Work Order/Working Without a Permit Fees:

1 st Offense – Double Permit Fees

Additional Offenses – Triple Permit Fees

A commercial building permit is required prior to beginning any construction activity on commercially zoned property, including new construction, additions to commercial buildings, and/or tenant improvements.

Permit fee: For the construction value of $1 - $1,000, $60 fee, plus $9.00 per thousand or fraction thereof over $1,000. **Required CICT Fee: $1.00 per $1,000. Erosion Control Permit: $400 (if land disturbing activity is involved). Additional bonds may be required.

A residential building permit is required prior to beginning any construction activity, including new construction, additions, or remodels (interior and exterior).

Permit fees: New single family homes - $9.00 per thousand of the total valuation of construction (based off of ICC valuation table), $1,500 base fee $100 erosion fee, and a $51.50 issuance fee.

For work on an existing home - $9.00 per $1,000 of the valuation of construction plus $51.50 Minimum fee = $60.

Repair work to existing mechanical systems does not require a permit. A licensed contractor or the property owner must, however, perform repair work to existing mechanical systems.

Plumbing permits are required for all plumbing work, whether repairs or new installations. A licensed master plumber or the property owner must perform the plumbing work.

Electrical permits are required for all electrical work, whether repairs or new installations. A licensed Master Electrician or the property owner must perform the work.

Any work resulting in the cutting, excavation, removal, or replacement of a City street, alley, curbs, or sidewalk requires the issuance of a street-cut permit.

PERMIT FEES FOR ROW PERMITS ARE DUE AT TIME OF SUBMITTAL

Required prior to any activity involving the clearing, cutting, excavating, filling, or grading of land or any other activity that alters land topography or vegetative cover.
